How can we prevent dormant trays and underutilized instruments?

A significant share of our assets is left non utilized in hospitals for long periods of time, whether because they were misplaced, or because we have simply been unable to identify them as underutilized in their location to switch them to another location.
The ideal would be to reach 3 to 4 turns per month for every tray, but this seems impossible at the moment.
